09 Kawasaki Vulcan 900c Fi light solid when i turn the key on then blinks when I press the starter button

My bike is taking longer than usual to start.
I hear the fuel pump pressurizing and when I press the start button, nothing for a few seconds. then the FI light starts flashing as I press the start button. I let go of the start, try again and it starts, but with some hesitation.
I checked the battery recently and everything looked fine. I have it tendered during the winter. The Fi light stays solid when I turn the key on then blinks fast when I press the start button. Fuel Pump whines but doesn't start until I have to wait for it to start eventually after pressing the button multiple times.
I'm more concerned about a more complicated issue than the battery or some loose connection. Please let me know if this sounds like a bad fuel pump or starter.
